Information was sent by the federal government to the Supreme Court on Tuesday
In a manifestation delivered to the Supreme Federal Court (STF) on Tuesday (15), the federal government does not estimate a date for the beginning of vaccination in the country and resumes the schedule to the guarantee for registration or emergency guarantee that must be given by the Agency National Health Surveillance Agency (Anvisa).
The government states that doses should reach the States and the Federal District within five days after Anvisa's permission and delivery of the product to the Ministry of Health's storage complex. The estimate is to vaccinate the four priority groups within four months.
"Once a vaccine is registered or the emergency use of an immunizer is authorized, as well as the immunobiological product purchased (under the terms of the relevant legislation) and delivered to the Ministry of Health's Storage Complex, the distribution forecast for States and the Federal District is up to five days, "informed Health Minister Eduardo Pazuello.
The demonstration was a response to the decision of Minister Ricardo Lewandowski, who asked Pazuello for the schedule of immunization against covid-19.
The document delivered to the STF states that it is up to the States and the DF to distribute the immunizers to the municipalities. "Thus, the deadline for vaccination completion of the first group is approximately thirty days. Therefore, the initial phase to the end of the vaccination of the four priority groups, an estimated time lapse of approximately four months, that is, about thirty days for completion of each of the priority groups ", pointed out the Advocacy-General of the Union (AGU).
Last Friday (11), the administration Jair Bolsonaro sent the plan to the Court without predicting dates or which immunizers would use in each group.
In the plan, the portfolio presents as "guaranteed" 300 million doses of vaccines - 180 million would come the agreement with Oxford and AstraZeneca, 42 million Covax, an initiative of the World Health Organization (WHO), and 70 million would come Pfizer , still under negotiation.
In the section in which it lists the "already guaranteed" vaccines, the government does not mention CoronaVac, developed by the Chinese Sinovac and the Butantan Institute, linked to the São Paulo government of João Doria (PSDB), Bolsonaro's political rival. But the plan states that there will be "extraordinary credit for the acquisition of any and all vaccines that acquire registration in an emergency or regular manner that presents efficacy and safety". Bolsonaro is preparing a provisional measure of R $ 20 billion to buy and centralize the distribution of vaccines.
The plan has no dates, but in the first phase it includes elderly people aged 75 and over, health professionals, elderly people aged 60 or over in long-term residences and indigenous people. In the other stages, there are people 60 to 74 years old, individuals with comorbidities, teachers, security and rescue workers, and prisons. There is no forecast for the rest of the population.
According to the folder, the plan will be presented on Thursday (17) and may "undergo changes" during its implementation.
